Australia will provide an additional $95 million in military assistance to Ukraine and slap a fresh round of sanctions on ships believed to be part of Moscow's so-called "shadow fleet" — a clandestine network of hundreds of vessels used to evade international sanctions and regulatory scrutiny, particularly in the transport of Russian oil.
The funding boost, Australia's first significant increase in military assistance to Ukraine in more than a year, brings Canberra's total defence support to $1.7 billion since Moscow's full-scale invasion began in February 2022.
Under the new package, Australia and New Zealand will become the first non-NATO countries to contribute to the Prioritised Ukraine Requirements List (PURL), a NATO-coordinated mechanism that streamlines the delivery of military assistance to Kyiv.
While Australia is not a member of the transatlantic alliance, it is part of the Indo-Pacific Four (IP4) grouping alongside Japan, South Korea and New Zealand, whose leaders are regularly invited to NATO summits.
Australia and New Zealand are also non-NATO participants in the Coalition of the Willing, a multinational force led by France and the United Kingdom that could be deployed to Ukraine in the event of a ceasefire.
Defence Minister Richard Marles said the additional funding, which comes as the United States continues its efforts to broker a peace deal with Moscow, could have a tangible impact on Ukraine's battlefield capabilities.
"We are proud to be contributing to PURL, standing in solidarity with our partners in NATO and the Indo-Pacific to see a just and lasting peace for Ukraine," he said.
In addition to the PURL contribution, the support package includes $43 million worth of Australian Defence Force equipment, such as tactical air defence radars and munitions, as well as a further $2 million for the Drone Capability Coalition, which focuses on supplying Ukraine with advanced drone technology.
The announcement builds on Australia's ongoing role in training Ukrainian forces in the United Kingdom under Operation Kudu, and the recent deployment of an E-7A Wedgetail aircraft to help secure humanitarian and military supply routes into Ukraine.
The final tranche of Australia's fleet of 49 M1A1 Abrams tanks is also expected to be delivered to Ukraine in the coming weeks.
Sanctions to 'starve' Russian oil revenue: Wong
Meanwhile, the fresh sanctions will apply to 45 Russian ships.
Foreign Minister Penny Wong said the latest sanctions on Russian ships were designed to complement those imposed by key partners including the United Kingdom, United States, New Zealand and the European Union.
"This is a coordinated effort to starve Russia's oil revenues and limit its ability to finance its invasion," she said.
"As a result of the actions we have taken, direct Australian imports of Russian energy products have fallen from $80 million, before Russia's invasion, to zero."
The measures represent Australia's third major wave of maritime-focused sanctions since the war began, bringing the total number imposed on Russia to nearly 1,700.
The announcement comes as the government considers a request to send retiring Tiger attack helicopters to Kyiv, a year after Australia's Ukrainian community were left disappointed over the ADF's decision to dismantle and bury its grounded MRH-90 Taipan helicopter fleet.
The Taipans were taken out of service after a crash during a training exercise in July 2023 that killed four soldiers.
