Venezuela earthquake death toll passes 1,400 as survival window narrows.

In short:

Venezuela's Acting President Delcy Rodriguez says 14,000 military and police members have been deployed to the coastal city of La Guaira in the wake of twin earthquakes that struck the country.

She said the "critical hours for rescuing people alive" were running out, as the official death toll passed 1,400.

Residents say there is a scarcity of government help, as thousands of people remain missing.
