Dr Norman Swan recommends 'severe' shutdowns

The ABC's Dr Norman Swan says a 'severe shutdown' is required to combat coronavirus. Dr Swan says a proactive quarantine, including closing schools, while case numbers are low to curb the spread of the virus.
